Pedestrian Killed in Edmonds Identified
The 59-year-old was struck downtown by an 85-year-old driver, who has not been charged.
A pedestrian who was hit and killed after an accident on Third Avenue South in Edmonds has been indentied as Cong V. Pham, 59, of Seattle.
The accident occured near the intersection of Third Avenue South and James Street at about 4 p.m. on Feb. 15, according to spokeswoman Leslie Hynes of the Snohomish County Fire District 1.
Pham was taken to Harborview Medical Center in Seattle, where he died as a result of head injuries on Feb. 16, said an investigator from the King County Medical Examiner's Office.

Pham was struck by a vehicle driven by an 85-year-old woman from Lynnwood, whose name was not released.
β(She) has been very cooperative during the investigation, and it does not appear that drugs, alcohol or speed were a contributing factor in this accident,β said Sgt. Don Anderson of the Edmonds Police Department.

Anderson said that independent witness accounts indicate that Pham stepped out from between two vehicles into the road in front of the female driver. She could not stop in time to avoid the collision, said Anderson, who added that there is currently no evidence warranting charges against the driver.
