Edmonds Bikini Baristas Arrested

Police department carries out a nine-month undercover investigation, which ends when owner Carmela Panico and three employees at Java Juggs Espresso—the coffee stand's slogan is "Some Like It Hot"—are charged with prostitution and exposure.

After a ninth-month undercover investigation, the Edmonds Police Department has arrested the owner of an Edmonds espresso stand on three counts of prostitution and one count of permitting prostitution. Three employees were also arrested.

The arrest at Java Juggs Espresso, located on the corner of Highway 99 and 212th Street Southwest, involved officers posing as customers and collecting video as evidence, said Sgt. Don Anderson of the Edmonds Police Department.

Most of the violations involved employees exposing themselves to customers for large tips. Some of the violations involved physical contact with a barista in exchange for money.

The investigation began in October 2010 and ended last week with the arrest of the business owner and the three employees, on charges which include prostitution and unlawful exposure.

Among those arrested was 49-year-old Carmela Panico, a Snohomish resident who owns Java Juggs Espresso in Edmonds, as well as two others in Everett. The police determined that she joined her employees in illegal activities. She is currently out on bail.

The Edmonds Police Department is working with the Snohomish County Health Department and the City of Edmonds Code Enforcement Office to address any other business licensing or code enforcement issues that may exist with the business as it continues to operate.

Lisa Brown July 08, 2011 at 06:48 PM
I, for one, am glad they finally shut that place down - hope the one a block from my house issoon to follow. All complaints about free speach aside - the stands attract a very bad element to the neighborhood!

Edmonds changes its' name to Pig City

Couldn't agree more. How many officers, how much time/money was/will be invested in cracking this heinous ring of flashers?? Since when did bare boobs equate to dealing drugs, committing burgleries/rapes/murders, how much time/effort will the local D.A. consume in prosecuting these women just to court the church vote? And since when did flashing your boobs and maybe allowing a cheap feel equate to "prostitution"? Is this really the best way our law enforcement officials can spend thier time? What a joke. THIS is why people sometimes view the police as self-absorbed, power-hungry jokes. Bet they had a great time doing their "undercover" work. What a slap in the face to all real police forces.

Yea, like your husband.

All very funny this sounds like it would make a good episode for Homer Simpson.

Seems to be, and under the U.S. Constitution, that's called ENTRAPMENT! Now, if the owner really was involved they may have a case, but I doubt she was, and if she had any idea what was happening, the girls also arrested would have long ago been reprimanded, if not terminated! I do not think the cops are over the thin blue line here, and enjoyed every moment of it.

Another tax paying, service oriented, independently owned business bites the dust. And it only took the cops a little less than a year to do it. GOOD JOB !
Corey Taylor July 08, 2011 at 08:27 PM
Gee, I just LOVE hearing about MY tax dollars at work. And NOW they use it to put people OUT of work!
Tami July 08, 2011 at 08:36 PM
Are you serious? What's the difference between the nude coffee shop & a strip club? (they serve coffee instead of alcohol!) If you don't agree with it, get your coffee somewhere else! It's not a public place, it's a private business for adults, NOT 10 y/o kids! So, why would a decent parent even think to bring a child there? My kids aren't even allowed to have caffeine, so I don't take them to coffee shops anyway. I would feel better knowing tax dollars were being spent preventing the death of an innocent person shot in a drive-by, and to save our youth from gang activity & drugs.

Wow, what a waste. I'm sure the drug dealers were out there laughing as they pushed pounds of coke around and the cops were too busy looking at video of girls showing some boobs. How about next time we do a 10 month investigation on who's dog is leaving dog poop in my yard in the middle of the night! Let's waste some more money and when we run out we can take it away from our schools!
Bob July 08, 2011 at 09:11 PM
Can't you law enforcement idiots find something better to do with you time and resources. Are you afraid of facing real and dangerous criminals?
Bob July 08, 2011 at 09:13 PM
What a despicable waste of taxpayer money.

those girls in the photo need to do some sit-ups.

I would be so embarrassed if I lived in Edmonds. How could you look a person in the eye and keep a straight face. This is just soooo pathetic. Can you imagine what the Edmonds cops think? They're the laughingstock of the country! The word Edmondsed could become a verb, as in to do something that is pointless, pathetic, and wasteful and be proud of it!
roadyrover July 08, 2011 at 10:06 PM
Nine months to investigate bare breasts??? Nice Police work. Did the police make copies and sell them on the side. I bet they even have their own copies at home. What a joke and a waste of tax payer money.
aghast July 08, 2011 at 10:14 PM
BREASTS INCREASE CRIME??? is that REALLY what you said??????? Children should be protected from your thoughts. What an alarmist jump of conclusions. "We don't have to think very far" should more accurately have red "I" rather than "We", at which point the clause could have stood alone and fairly accurately presented what may well be the normal depth of thought given by the writer.
Recce1 July 08, 2011 at 11:19 PM
Larry, maybe you can't get a job because you can't write well.
Recce1 July 08, 2011 at 11:53 PM
Are you referring to the 1964 Civil Rights Act? It ended voter discrimination and segregation against blacks and women. If you were right a woman could go into a men's restroom or into a men's shower room. Few laws baring public nudity have been overturned.
Nibor Ceenelo July 09, 2011 at 04:03 PM
You foolish people! Leave the officers of Edmonds alone! Honoring illegal activity for your own personal gain and putting law enforcement down is weak!
Nibor Ceenelo July 09, 2011 at 04:08 PM
Hey boys, I don't hear one of you willing to flash your pencil sticks!! And call for legalizing that! Weak boys! You want it all your way and do not have the creativity to expose yourselves for the gain of coffee income! Weak!!! Who really are the smart ones here?! As usual, the females lure the weak boys with skin and the weak boys take it hook, line, and sinker! How is the joke really on!!!

I swear these cops should b worried about real crimes u know rape, murder, child molestation, and drugs. I would love to hear how they justify spending 9 months of taxpayers money in this economy on busting a COFFEE shop. Instead theyd rather go after a "dangerous" COFFEE shop who serves coffe ADULT men. I agree some women might get jealous maybe they envee those girls because they are attractive but the rule my wife gave me is u can look but if u touch, ur b.... get removed. But honestly people remember this one true fact from the police themselves. "Guns don't kill people, bare Brests do" : ) So all of u attractive coffee baristas are gonna have to keep'em holstered until more sainer minds prevail...
Brent Malgarin July 11, 2011 at 02:50 PM
9 months of prodding the girls to expose themselves, that is entrapment. Prosecutors should really learn the law. How many visits and how much money? Was this investigation pushed by the Prosecutors office? No Police Commander would waste his departments resources on this unless he was being forced to do it by higher-ups.
C. Hoyns July 20, 2011 at 05:36 PM
To Nibor Ceenelo who made the assinine comments above. I am a mother of two and me and my kids are not hurt by this. If your ole man as you put was out playing with other women, then maybe you need to take a look at yourself and how you may have contributed to your failing marriage. Just because men like to look at beautiful women, enjoy porn, or even want to touch a beautiful woman does not make for an addiction. Sex and the enjoyment of sex is not an addiction. I am sick and tired of people like you who are public busy bodies trying to force your morals and values on others. It is a damn shame that the police did this, and now this entrepreneur may be out of business. It doesn't take 9 months to do an investigation on this, and it seems to be a bit hypocritical of the cops to enjoy doing the very thing they arrest other people for.

Does the paper know how many actual hookers roamed the Edmonds streets free because the cops were busy peeping on these innocent girls?
Brian Soergel December 31, 2011 at 02:41 AM
Biz owners had requested the police do something, and there were some arrests made for prostitution.
Corey Taylor December 31, 2011 at 05:19 AM
Most likely a nearby coffee shop whose ugly baristas were losing business to the cute girls in bikinis. If business is war, then this was a war crime!
