Edmonds Bikini Baristas Arrested
Police department carries out a nine-month undercover investigation, which ends when owner Carmela Panico and three employees at Java Juggs Espresso—the coffee stand's slogan is "Some Like It Hot"—are charged with prostitution and exposure.
After a ninth-month undercover investigation, the Edmonds Police Department has arrested the owner of an Edmonds espresso stand on three counts of prostitution and one count of permitting prostitution. Three employees were also arrested.
The arrest at Java Juggs Espresso, located on the corner of Highway 99 and 212th Street Southwest, involved officers posing as customers and collecting video as evidence, said Sgt. Don Anderson of the Edmonds Police Department.
Most of the violations involved employees exposing themselves to customers for large tips. Some of the violations involved physical contact with a barista in exchange for money.
The investigation began in October 2010 and ended last week with the arrest of the business owner and the three employees, on charges which include prostitution and unlawful exposure.
Among those arrested was 49-year-old Carmela Panico, a Snohomish resident who owns Java Juggs Espresso in Edmonds, as well as two others in Everett. The police determined that she joined her employees in illegal activities. She is currently out on bail.
The Edmonds Police Department is working with the Snohomish County Health Department and the City of Edmonds Code Enforcement Office to address any other business licensing or code enforcement issues that may exist with the business as it continues to operate.

Sounds like entrapment. Were the cops forced to give the girls money? Is this really prostitution? Here in Nevada prostitution consists of giving money for sex. Baring one's breasts for money isn't prostitution. If it was, all the girls at the strip clubs here would be arrested and there would be no strip/nudie clubs.

Wow, Frank, calm down. That anger seems a little misdirected unless you;
- were rejected by the police force
- your girlfriend cheated on you with a cop
- have been arrested
- were picked on in school (yourself)
- (fill in personal persecution complex)
I do agree on one thing. There is a percentage of police that were picked on in school and have taken that profession so they now have "the power". They feel the need to abuse people in order to feel better about themselves.

This is one of the dumbest uses of police resources that I have heard of lately. Sex and exposing one’s own body by consenting adults should NOT be illegal. They are not harming anyone and each male or female that showed up consented to go there and the ones exposing themselves consented to expose themselves for money. There is absolutely nothing these people should have been arrested for, and I believe that the police should have better things to do.

Couldn't agree more. How many officers, how much time/money was/will be invested in cracking this heinous ring of flashers?? Since when did bare boobs equate to dealing drugs, committing burgleries/rapes/murders, how much time/effort will the local D.A. consume in prosecuting these women just to court the church vote? And since when did flashing your boobs and maybe allowing a cheap feel equate to "prostitution"? Is this really the best way our law enforcement officials can spend thier time? What a joke. THIS is why people sometimes view the police as self-absorbed, power-hungry jokes. Bet they had a great time doing their "undercover" work. What a slap in the face to all real police forces.

Let's hear it for the Edmonds undercover sting. 9 months of undercover work for such a crack group of police officers. Speaking of crack how was the crack trade doing on the streets of Edmomds while all the time and effort was being paid to the coverup (pordon the pun) of the wild and dangerous case of the expose cafeine induce set of ta-ta's. Next time I drive through Edmonds I will take great comfort knowing the flash I'll see will be from a drive by shooters 9mm hand gun rather than some womans expose breast.

Most people find it acceptable that a 10 year old should not be able to go to a nude bar. Why should a 10 year old be exposed to such behaviors in public. If such behavior would be allowed, the touching would eventually lead to more and pretty soon full blown prostitution in the bushes behind the coffee shop. Then a guy does not pay and now the girl needs protection. We don't have to think very far to realize that allowing such activities would ultimately increase crime. I think the Edmonds PD did the community a service.
Tami

Are you serious? What's the difference between the nude coffee shop
& a strip club? (they serve coffee instead of alcohol!) If you don't agree with it, get your coffee somewhere else! It's not a public place, it's a private business for adults, NOT 10 y/o kids! So, why would a decent parent even think to bring a child there? My kids aren't even allowed to have caffeine, so I don't take them to coffee shops anyway. I would feel better knowing tax dollars were being spent preventing the death of an innocent person shot in a drive-by, and to save our youth from gang activity & drugs.

What an alarmist jump of conclusions.
"We don't have to think very far" should more accurately have red "I" rather than "We", at which point the clause could have stood alone and fairly accurately presented what may well be the normal depth of thought given by the writer.

I swear these cops should b worried about real crimes u know rape, murder, child molestation, and drugs. I would love to hear how they justify spending 9 months of taxpayers money in this economy on busting a COFFEE shop. Instead theyd rather go after a "dangerous" COFFEE shop who serves coffe ADULT men. I agree some women might get jealous maybe they envee those girls because they are attractive but the rule my wife gave me is u can look but if u touch, ur b.... get removed. But honestly people remember this one true fact from the police themselves. "Guns don't kill people, bare Brests do" : ) So all of u attractive coffee baristas are gonna have to keep'em holstered until more sainer minds prevail...

9 months of prodding the girls to expose themselves, that is entrapment.
Prosecutors should really learn the law.
How many visits and how much money?
Was this investigation pushed by the Prosecutors office? No Police Commander would waste his departments resources on this unless he was being forced to do it by higher-ups.

To Nibor Ceenelo who made the assinine comments above. I am a mother of two and me and my kids are not hurt by this. If your ole man as you put was out playing with other women, then maybe you need to take a look at yourself and how you may have contributed to your failing marriage. Just because men like to look at beautiful women, enjoy porn, or even want to touch a beautiful woman does not make for an addiction. Sex and the enjoyment of sex is not an addiction. I am sick and tired of people like you who are public busy bodies trying to force your morals and values on others. It is a damn shame that the police did this, and now this entrepreneur may be out of business. It doesn't take 9 months to do an investigation on this, and it seems to be a bit hypocritical of the cops to enjoy doing the very thing they arrest other people for.
